R&O basically means presence of rust and oxidation inhibitor and no EP additives of whatever percentage. For gear lubrication, just with R&O and oil base is synthetic may not be sufficient.

you might want to look at those lubricant that are formulate specifically for gearing applications. And if your gearbox operating temperature is more than 60C (surface temperature) and above, than using a synthetic based gear oil will give you more benefits.
