Sensing water well above saturation level in a steel mill

Does anyone know of an online device that will sense well above 100% RH ?
Steel mills just cannot seem to stop the leaks from the water sprayed rolling wheel bearings.
The result is all the rolling stands are fed very wet oil and the leaking ones are only a bit higher, all well above saturation.
So to know which are the leaking stands we need to be able to measure very high water concentrations.
Also and idea of the amount of free water passing the sensor would be really useful ?
