Hi, first of all, depends on what type of fire-resistant fluid you will use. They have basically two types, water based and phosphate ester fluids. Secondly, seals and hose compatibility for the type fluid used. HWCF type seals for water based fluids and viton or EP type rubber for phosphate ester fluid. As far as FM certification, give them a call. Im sure FM will be able to give you what type is acceptable for your application.
FR fluids can be water glycol, phosphate ester, polyol ester and PAG fluids. Granted water glycol and Phosphate esters are more fire resistant than the polyol ester and PAG products. FM (factory mutual)is saying they have approved those products for use if they insure your company. FM looks into how much damage can be caused if a fluid burns. Keep in mind any fluid under the right condition will burn.
Water Glycol offer poor anti-wear and need to be continuously monitors for water to glycol ratio as well as for PH. They are a PITA and a poor mans choice. Phosphate esters Hydrolyze easily in the presence of moisture and turn very corrosive and acidic. They are however self extinguishing. Poll Esters offer much better lubricity and better defence against hydrolyzing but PAGs are not affected by moisture so Hydrolyzing is not an issue, have extremely long fluid life, very good anti-wear and corrosion resistance and are safe to handle. EcoSafe FR fro ACT is a no brainer as it does everything you want it to do and nothing negative.

PAG FR Fluids have better lubricity and have better oxidation resistance than all other FR fluids. Furthermore they don't hydrolyze as they are inert to water and cannot form varnish. This is the reason to use PAGs. Poeple try everything to avoid varnish so why not use a lubricant that cannot form varnish in the first please. Look up EcoSafe FR from American Chemical Technologies or Coast Lubricants in Western Canada. www.coastlubricants.com
