Are you refering to the hand held tester which is used to compare used oil with the new oil;
This tool compares the electrical conductivety of the oils, and so reads higher for used oils, ie containing water, metals fines, soot in engine oils etc. It is a relatively crude tool and shows the user that the oil is contaminated, but not how much or with what, so further analysis is necessary for decision making.
The ones I have seen & used do give an idea of what is contaminating the oil, particularly in the hands of a seasoned user.

Once a base reading for the used oil is achieved, say its crank oil- excess fuel will cause the base figure to drop slowly, water makes it rise quickly.
