A couple of quotes from the Scope of this method hold the answer to your question:

1. "This specification is intended to define only new lubricating oil before it is installed in the machinery", followed by
2. "This specification is intended to be used as a guide. It is possible that oils that do not meet this specification may perform satisfactorily in some turbines."

It is my understanding that this method only outlines typical properties and characteristics all new turbine oils must possess, regardless of the type of base oil used to formulate them; e.g. water separability, foaming, air release, viscosity, resistance to rust and corrosion, oxidation stability, acid number. Some characteristics (expressed as pass/fail) must be met, but numbers/values/concentrations of others could differ because there is no unique “cook book” for all blenders/oil companies to use in making their oil.
