For new EP oil this will normally mean FZG 12 stage pass, with an appropriate Phosphorus level according to the additive system involved. Oil change will be necessary when factors dictate this, as per the 2 previous writers. Generally however factors which dictate oil change will be contamination, wear debris or change in viscosity(usually due to incorrect oil additions) and changes in TAN.

How much useful additive is left is more difficult to assess as Phoshorus level is not only measuring useful additive but also spent additive and anything else with Phosphorus in it.
FTIR trace may be one way of helping to assess additive level but where do you draw the line? This must depend on the criticality and loads put on any particular gearbox.
