I have a mitsubishi 380-2 excavator when the rpm are low or at idle every thing seems to work as i increase the rpms to work with it i loose my hyd's all together or sometimes the right track and swing and lift quit
The filter buses when this happens
I cleaned the screens and found ruber hose pieces ,the machine is old and could use about 20 new hoses even though i just put on at least that many
is this just bad hyd filter? or?

Seems like you are losing hose linings.

Only fix is all new stuff, flush and clean the system, and a few really quick filter changes before it atarts to behave,.
