I was driving my car and all of a sudden, the car broke down i was driving fairly fast than i went to check the oil and it was empty. It warned me almost a month before but it ran out fairly fast.my car makes loud sounds for 10 seconds than shuts down again. Is my engine seized or if i put oil in it will run again

You mean, after it first ran out of oil and you try to start it, it runs noisily for 10 seconds and quits? I would not try to start it again without oil in it. Although likely it is in need of repair, probably worth trying a fill of low cost oil (but in spec), maybe Walmart SuperTech conventional or whatever deal you can get cheap. The noise is either damaged parts or else parts that have no oil (and soon will be damaged). Prefill the filter if you can. Again, Walmart Supertech filters are good and only a bit over $2. Worth a try, but don't be further dissapointed if it doesn't work.

Not sure what kind of car or how equipped, but maybe yours has a computer that shuts down if oil pressure is lost (would explain the "runs 10 seconds and quits). If such a computer were present, then maybe the damage is minimized and you are relatively ok--wishful thinking perhaps, but just a thought.
Oil warning lights are something that should not be ignored for a month! It is my opinion that all vehicles should have a locking gas cap and the only key should be welded to the dipstick. Oil should be checked at each fillup at least until you know how your engine uses oil.

As for the engine making loud noises then shutting down you probably have major bottom end damage and possibly some seized valves. Your in for either a new engine or major rebuild.
