The solvent mix allows for different chemicals to dissolve and if doing a potentiometric method, assists with the electrode response. The toluene dissolves the oil. The IPA ensures the titrant (should be KOH in propanol or may also be methanol) remains soluble and can hence react quickly with the acids present in the oil. Water assists with the KOH solubilisation as well as with the electrode response. Hope this helps.

You can use other solvents as well but the more you change, the more one deviates from published methods.
