Without top up TBN will diminish with time.(in an engine)
Viscosity can diminish 1/ fuel dilution 2/polymer shear 3/ incorrect viscosity top up.
viscosity can rise due to 1/ soot generation 2/ oxidation, top up with thicker oil.
So viscosity is a battle of factors.

With top up TBN will be raised but not to the new oil level and viscosity changed only slightly.
Results from lab a further variable, not always spot on and can be affected by the sampling.

The answer to your problem could be fuel dilution, which may rise when the engine is not in use or not to temperature, but is driven off when the engine is running for time at normal temperature.ie time of sampling affecting the results.
