Turbo could be bad, if a waste gated turbo the waste gate could be stuck in the open position and if it's a variable vane turbo the vanes could be stuck or the vane control system could be malfunctioning. Pull the inlet pipe and see if the compressor wheel even spins. If it does what kind of play does it have? Is the compressor wheel touching the compressor housing?
