Used oil drum recycling process

Can anyone provide information on the process behind recycling or disposing of old oil drums with residual oil and/or partial waste oil in them. A Canadian, Ontario perspective wich takes into account sound environmental practices? I am interested in what happens to them and which companies offer this type service.
