Probably a silly question but here goes.
I have an old domestic rotary hoe that has a worm drive with a brass component. What lubricant is recommended for this application considering heat and speed are not a major consideration.

You might want to try to contact the manufacturer to see what products or viscosity and API service designation they recommend.
The popular antiwear or EP packages of ZDDP are not suitable for softer metals like brass, silver, copper alloys based bearings and components. In such cases, a cylinder oil base stock with a mild additive package is the answer.

Would a spray lubricant be applicable? You should try super slick slick stuff . it's greaseless , so it's better for cleaner applications, and it actually works very well.
It must be very thick oil, notably ISO 460, 680 or even 1000. These oils usually use for lubrication of reciprocating steam cylinders. This type of oil is Non-EP, i.e. they not contain EP additives which can attack yellow metals.
